Chief has decided he needs a little hooch on the beach. When it's done it will be electrified and possibly have an outdoor shower and a place to cook and sit at some sort of counter and have a beer. Sounds like a firetrap to me but what the heck do I know? At least there will be a fire-guy on hand if it goes up.
